Raw water contains colloids (such as clay particles, organic matter, and microbes) that carry negative electrostatic surface charges, keeping them suspended in water due to mutual repulsion.
When Aluminum Chloride is dissolved, it releases highly charged trivalent aluminum ions ($Al^{3+}$) and various polynuclear hydroxo-complexes (like $[Al_{13}O_4(OH)_{24}(H_2O)_{12}]^{7+}$). These positively charged complexes adsorb onto the surface of negatively charged colloidal particles, neutralizing their charge. At appropriate pH levels, aluminum ions precipitate out as amorphous aluminum hydroxide ($Al(OH)_3$).
